Starting February 1, creators will begin to get a cut from the ad revenue on Shorts. According to YouTube in their statement, this is the follow-up action to the promises they made last September that the monetisation for Shorts was on its way.
This change is part of many updates being done to the existing YouTube Partner Program. Creators who are participating in the program are required to sign the new base agreement terms whether they are looking to make money from Shorts or not. In the base agreement, basically, creators need to understand the rules, what they can and canβt post on YouTube and how payment works.
By July 10, 2023, all creators must agree and sign the new terms. Otherwise, their ability to earn money on YouTube will be switched off and they have to reapply to the partner program should they want to monetise again.

Then there is Watch Page and Shorts monetisation agreements, which are on top of the base agreement. Here, as a creator, you need to agree separately. For Watch Page, it actually covers live streams and normal video posts on YouTube, YouTube Music and YouTube Kids. As for Shorts, the agreement, which is going to be available this coming February 1, will highlight that the creators will earn a cut of the revenue from the ads viewed between videos in the Shorts feed.
